We wanted to share some important updates regarding Toronto’s Vacant Home Tax (VHT) program, especially in light of recent challenges that may have impacted you or your neighbours.
Earlier this year, over 160,000 homeowners received notices stating they owed taxes under the Vacant Home Tax. This unexpected billing error caused significant confusion and frustration across the city. The City of Toronto has since taken steps to prevent this from happening again and to make the process smoother for everyone.
Key Changes:
- Extended Declaration Period: The VHT declaration period has been extended to run from November 1 to April 30 each year, aligning with the end of tax season. This extension gives residents more time to submit their declarations.
- Improved Declaration Process: A new user-friendly portal will be launched on November 1, 2024, making it easier to declare your home’s status. In addition, homeowners will receive confirmation numbers via email, phone, and print, ensuring everyone has access to declaration information.
- Dedicated Support Centre: Starting this November, a dedicated customer care centre will be available for those who wish to declare by phone. Homeowners can also visit Tax and Utility counters at Toronto City Hall and civic centres to declare in person.
- Waived Fees for 2023: To address the billing confusion, late declaration fees for 2023 have been waived. The City has indicated the fees may be reinstated as they assess the success of the program redesign.
- Data-Driven Approach: Moving forward, the City will use a more data-driven approach when issuing bills. This is intended to minimize the chances of incorrect billing and ensure a smoother process for everyone.
